These shower steamers are complete powder. They are still within their shrink wrap, but when you cut open the wrap, the powder will pour out. These are best poured into baths like bath potion.
There is nothing wrong with the powder - They were perfectly made shower steamers that were made on a rainy day. If it rains while the steamers are drying, they turn to powder after being packaged. And well - this is Florida and it rains a lot.
These clearance powder packs will come assorted scents. Each pack is good for one bath. They are labeled as shower steamers, and have ingredients/scents on the label.

- All orders are shipped via UPS & USPS, unless otherwise arranged by you; shipping is determined by weight.
- An order may only be shipped to one location.

- No returns of wholesale orders will be accepted.

- Returned merchandise will be replaced with new merchandise. Returned merchandise will not be accepted if it is held for more than 15 days after receipt.
